Miao Mu smacked his lips. After thinking about it, he did not explain, because there was no way to explain it. He would talk to Brucie about it tonight.

"Forget it. I heard the police department is going to be reorganized?" Miao Mu asked, setting down his cup.
Gordon lowered his head. "Miao Mu, you should know that Gotham is in such chaos not only because of the gangs and the Mafia. The police officers and officials they have bribed are the biggest problem."
"A foolish and incompetent police officer can at most make citizens resent them. But a police officer who aids evil and shields gangs will make citizens lose faith in the law and justice."
