What surprised Qian, however, was that the man had not been raised by the Root Organization. Danzo simply had leverage over him, forcing him to obey his orders.
Thinking about it, that made sense. Most members of the Root Organization had no "humanity" to speak of. Having people like that serve as spies would be a disaster.
What was a spy?
A spy not only needed exceptional professional skill, but also the ability to read the room and deal smoothly with anyone.
Only then could they stay hidden safely and gather intelligence.
The members of the Root Organization had to learn even normal social interaction from books. How could they possibly serve as spies?
They simply did not have that ability!
This much could be glimpsed from his memories, where Danzo had coerced and tempted Yakushi Nonō and Kabuto into carrying out infiltration missions in other countries.
Granted, both of them were capable, but if the Root Organization had suitable people of its own, Danzo would not have needed to send two people who held hostility toward him.
