The people of Asgard could not see the illusionary world created by Apocalypse and did not know about Hela's transformation.
To preserve Hela's dignity, Frigga chose not to mention it, lest someone use those things to provoke her.
Naturally, they did not know that Apocalypse had worn away more than half of Hela's hostility.

Though Jane had not been formally crowned as queen, she was still Thor's woman.
As for Sif, she was there because of her special relationship with Apocalypse.
There were also several elders whom they did not usually see, and nearly all of them had appeared.
Heimdall, Sif, and the elders all greeted and bowed to Apocalypse, Thor, the queen, Hela, and the others.
It had been an ordinary ceremonial exchange. Apocalypse, Thor, and Frigga returned their greetings as usual, and there was no problem with that.
The problem arose when it came to Hela.
Her beautiful eyes stared coldly at the elders, as though she were trying to identify each of them.
Those elders were either powerful figures or wise sages from Odin's era.
Quite a few of them had personally experienced the ancient war between Odin and Hela and survived that divine battle.
By faction, they naturally belonged to Odin's side.
Now that Hela, this great harbinger of death, was staring at them, they felt uneasy.
Hela did not return their greetings, and they did not dare move carelessly. The atmosphere immediately became awkward.
