Background

Zhao Hai was Qian Ye's best friend on Earth. While playing a One Piece mobile game in his dormitory, he transmigrated into the Pirate World and awakened as a menial Marine recruit at East Blue's 16th Branch. Captain Nezumi routinely exploited him for labor and even withheld his meals 1.

The Cross-Border Brothers Mutual Aid Group reunited Zhao with Qian Ye, who had transmigrated into the Naruto world. Recognizing that rare powers were beyond their immediate reach, the pair traded accessible knowledge instead: Zhao stole the Marine Headquarters Basic Physical Training Outline from a branch warehouse, while Qian Ye sent him chakra-refinement instructions and the Three Body Techniques 2.

Nezumi later attempted to make Zhao a scapegoat for his partnership with Arlong. Zhao defeated two arresting Marines with chakra-enhanced punches, disguised himself as Nezumi's adjutant, stole the captain's hidden ledger, and faxed its evidence directly to Marine Headquarters. Garp responded to the report, arrested Nezumi, noticed Zhao's unfamiliar energy, and took him aboard the Dog-Head Warship for training 12.

Under Garp, Zhao endured extreme physical conditioning while building a combat style around chakra, the Six Powers, Haki, Sea King meat, and the Yin Seal. His access to Pirate World resources also made him Qian Ye's principal supplier of Sea King meat and a recipient of ninja-world items such as Military Ration Pills, Explosive Tags, and jutsu instructions 24 25 57 76.

After Zhao and Hatake Sakumo defeated Golden Lion Shiki, the Marines recovered the unconscious pirate. Headquarters credited Zhao with the capture and promoted him to rear admiral, granting him an independent patrol fleet. The resulting publicity brought him the newspaper title “Monster Rookie” and attracted Douglas Bullet's challenge 146 170 186.

Appearance

Zhao Hai is a teenage Marine trainee with a physique hardened by Garp's training. He usually wears an unranked Marine uniform despite possessing abilities far beyond an ordinary grunt's 57 108. Following his promotion, he wears a Marine officer's uniform, rear admiral epaulets, and a white Justice cape 170.

• His body is visibly muscular enough to endure one-finger push-ups under a two-ton iron ingot 57.
• In Storm Dragon form, fine azure scales cover his body, accompanied by faint azure currents resembling a forming storm 140.

Personality

Zhao is vulgar, boastful, and highly comedic, frequently calling Qian Ye “son” while accepting being called “Godfather” in return. His banter masks genuine concern: he repeatedly supplies Qian Ye with food and resources, warns him about dangers such as Orochimaru and Danzō, and immediately activates Garp's emergency commission when Qian Ye is threatened 24 25 67 98.

He is also pragmatic and unusually self-aware about his path. Although he discovered two exceptionally valuable Devil Fruits, he initially rejected both because he wanted to develop through hand-to-hand combat, the Six Powers, chakra, and the Eight Gates rather than sacrifice his ability to swim 84 85. He only consumed the Storm Dragon Fruit when Shiki's overwhelming strength left survival as his priority 140.

Zhao's concern extends to the Marines under his command. When Bullet attacked his warship, Zhao drew him to an uninhabited island rather than risk his crew in the battle 186.

Garp's Training

Zhao became Garp's disciple and rapidly developed the Six Powers through brutal conditioning, chakra-based acupoint stimulation, and Sea King meat recovery. His growth transformed him from a branch errand boy into a Marine fighter capable of defeating pirates and challenging Smoker's mobility 40 45 108.

Cross-Border Emergency Support

Zhao brokered Garp's employment through the Cross-Border Employment System by offering the Water-Surface Walking Training Method as compensation. When Qian Ye faced the Two-Tails, Zhao activated the three-minute commission that brought Garp into the Naruto world 67 98.

Rocks Pirates Vault

Following a treasure map recovered from a pirate ship, Zhao crossed Gal Island's toxic miasma and uncovered a hidden Rocks Pirates reserve. The vault contained immense wealth and the Kinetic Energy and Storm Dragon Devil Fruits, the former of which was transferred to Qian Ye 84 85 86.

Battle Against Golden Lion Shiki

Zhao encountered Shiki and was nearly killed despite consuming the Storm Dragon Fruit. Qian Ye hired Sakumo through the employment system, and Zhao coordinated with the White Fang throughout the collapsing-island battle. After Sakumo broke through Shiki's defenses and forced his head back, Zhao landed the decisive Haki-enhanced Tempest Kick on Shiki's rudder wound 139 145.

Zhao found Shiki unconscious and barely breathing among the wreckage, then sent the battle coordinates to Marine Headquarters so the pirate could be retrieved. Their victory advanced the Cross-Border Brothers Mutual Aid Group to Level 3. Zhao later recovered Shiki's swords, Oto and Kogarashi 146 147.

Rear Admiral Promotion

Marine Headquarters credited Zhao with Shiki's capture. With Garp and Sengoku's support, he received the full rank of Marine Headquarters rear admiral and command of an independent patrol fleet. He used his new access to secure seastone and other materials for Qian Ye. The publicity also established his “Monster Rookie” reputation 170 174 186.

Battle Against Douglas Bullet

Bullet intercepted Zhao's warship after reading about Shiki's capture. Zhao lured him to a deserted island to protect his crew but could not overcome Bullet's strength or Fusion Fruit armor alone. Qian Ye crossed into the Pirate World through the group's Level 4 two-way passage, and the friends combined Zhao's storm-lightning attacks with Qian Ye's kinetic-energy defense and Seastone Black Blade to break Bullet's armor. Qian Ye then offered the defeated Bullet access to another world and recruited him through a Cross-Border Contract 186 187 188 189.
