The Southwestern Peninsula of the Land of Wind had once been nothing more than a barren mark on the map, with only howling sandstorms and tenacious thornbushes bearing witness to the passage of time. Yet as the roar of Ecological Puppets echoed along the coast, as vast fields donned their green mantle, and as port cranes began operating day and night, a silent yet dramatic migration of people and social transformation naturally unfolded across this land that had been restored to life.

The earliest pioneers—Earth Release ninja, puppet engineers, agricultural specialists, construction workers, and the ninja responsible for security—built temporary camps that became the first rudimentary form of the new town. They soon discovered that life here was far more "luxurious" than at Sunagakure's resource-strapped headquarters: fresh water was almost unlimited, fresh vegetables and fruit were no longer luxuries, and they could even eat fresh seafood nearby.

The news seemed to grow wings, flying back to Sunagakure headquarters and onward to other remote villages across the Land of Wind that struggled to survive amid the sea of sand.

The appeal was immense.

First came convenience. Living near the oasis and the Agro-Industrial Center meant gaining first access to the freshest food, enjoying a stable water supply from purifiers, sending children to temporary schools established for pioneers' children nearby, and finding medical stations stocked with basic medicines when illness struck.

Then came opportunity. The massive development plan created an enormous number of jobs: farming required farmers, puppet maintenance required technicians, port operations required sailors and laborers, warehouses required administrators, house construction required craftsmen, and the increasingly prosperous market required merchants... This place was full of opportunities to earn generous rewards through one's own hands, far better than struggling to survive in their homeland.

Thus, people began voting with their feet.
