History

Yura worked with Rasa on the Hourglass Group’s factories and mining operations near Moon Lake. Keiko also charged them with dredging and monitoring the Shule River, warning that Moon Lake’s safety depended on its flow 26. When Rasa returned to Sunagakure to lead the Intelligence Department, Yura became the Hourglass Group’s general manager, with Yashamaru as his deputy. Keiko tasked them with preparing for the end of wartime orders by shifting from wholesale sales toward retail stores in other countries 47.

During unrest in Amegakure, Yura opened two relief stations that supplied thin porridge to refugees gathered around the Group’s factories. He recognized Dawn’s uniforms and discipline as signs of a potential military threat, strengthened the Factory Guard Corps’ vigilance, and asked Yashamaru to organize veteran workers against infiltration 91. When Dawn attacked the factory district, Rain Shadow Nengshen Jingang refused Yura’s request for troops. The riot subsequently reached the Rain Shadow Building; Nengshen gave Yura a command token authorizing him to mobilize Amegakure’s ninja 93 94. Yura’s forces eventually suppressed the riot, though the Hourglass Group suffered heavy losses 96.

Yura later served alongside Rasa and Garukei during the defense of Moon Lake New District 307. After Sunagakure’s victory at Lishi, Rasa ordered him to contact Oto Taro and coordinate a counterattack with forces from the Land of Stone 322. He was also involved in relief work for Amegakure’s displaced civilians after Konoha’s retreat left roughly 100,000 people homeless 353.
