History
Second Shinobi World War
Sunagakure entered the Second Shinobi World War by invading Amegakure, driven by the Land of Wind’s poverty, resource scarcity, and internal instability. Keiko opposed Shamon’s campaign, predicting intervention by other major villages and long-term decline, but was removed from the front and assigned to guard the Abyss prison and Bunpuku, Shukaku’s jinchūriki 1.
The invasion stalled in the rain-soaked Land of Rain, where Sunagakure’s desert-oriented techniques were disadvantaged. Konoha intervened, Shamon was fatally wounded while covering Sunagakure’s retreat, and he named Keiko the Third Kazekage before dying 3.
Keiko immediately took command of the defense. He defeated and captured Hatake Sakumo at Lishi Fortress, withdrew from the unsustainable Night-Cry Sand Sea position, established Moon Lake as a new defensive and logistical base, and negotiated a ceasefire and alliance with Konoha after forcing Danzō’s army into a difficult retreat 5 6 12.
Reconstruction under Keiko
After the war, Keiko secured ownership of the land around Moon Lake despite the Land of Wind daimyo cutting Sunagakure’s annual funding in half. Moon Lake became the focus of resettlement, agriculture, industry, and future urban development 13.
Keiko established an Immigration Bureau under Maki to recruit talent, bloodline clans, refugees, and rogue ninja while managing resettlement, population records, construction, security, and counterespionage. Ebizo was appointed to lead an Education Bureau, which divided training into ninja and technical schools and expanded education to children without ninja aptitude 13.
The village also reformed its combat education: academy training was extended to seven years, taijutsu became a graduation requirement, and practical combat research produced an efficiency-centered martial art called Krav Maga 33.
Rise to regional power
Moon Lake’s puppet-based agriculture generated enough grain for export, while the Hourglass Group built a major commercial network around premium ninja tools, food production, and manufacturing. Yuexi Peninsula developed into the continent’s leading leisure destination, making Sunagakure the wealthiest shinobi village 167.
By this period, Sunagakure fielded four divisions totaling roughly 16,000 well-equipped troops and had recovered from the manpower losses of the Second Shinobi World War 167. Its later military victories, alliances, economic influence, and reconstruction programs elevated it into the dominant power of the Shinobi World 514.

Doctrine and organization
- Sunagakure adopted four-person combat squads: three combat ninja supported by one medical ninja. Wounded teams rotated out for treatment while fresh squads replaced them, improving battlefield endurance 100.
- The village invested heavily in puppet-based fortifications around Sunagakure, Moon Lake New District, and Yuexi Peninsula. Konoha intelligence considered the defense network difficult to breach even through a prolonged multi-army siege 287.
