In the newly refurbished conference room, twelve figures gathered once more. After the earlier turmoil, everyone harbored different thoughts, but they were clearly far more restrained.
"Now then, everyone, let us return to the matter of distributing the Tailed Beasts." Tobirama stood beside Hashirama and spoke first. "What suggestions do you have regarding the distribution of the Tailed Beasts?"
"Then I'll speak first," said Reto, the First Kazekage, slowly. "A Tailed Beast has been sealed in a certain temple within our country since ancient times, so our village does not lack one, nor do we want more. Instead, I would like to exchange it for other things. You have no objections, do you?"
After pondering for a moment, Ishikawa asked, "Then what do you want?"
Reto raised two fingers. "The Land of Wind is a nation of deserts. Nearly eighty percent of our land is undevelopable desert, and our resources are extremely scarce. To maintain a basic balance with the other great nations, I want a portion of the Land of Fire's fertile territory, as well as twenty percent of the funds paid by the other nations to purchase Tailed Beasts."
Because Hashirama had demonstrated such overwhelming strength, Reto had demanded ten percent less funding than he would have in the original timeline, yet it still provoked dissatisfaction from the others.
"Hey, Kazekage, isn't that too much?" Byakuren said unhappily. "You want both land and money. Isn't that too greedy?"
Reto might have shown some restraint before Madara and Hashirama, but he had no intention of being polite to this dead-fish-eyed man before him. "If these resources cannot be obtained through peaceful means, then forgive me for refusing to sign the agreement."
Byakuren threatened, "Then aren't you afraid we'll join forces and attack the Land of Wind?"
Reto smiled disdainfully.
