She was not some sheltered young lady blind to human suffering and ignorant of how the world worked. Of course she understood that only a place like this could guard against those troublemakers who went looking for "enemies" everywhere to curry favor with their superiors.

As for why the trouble had to be "unprovoked"... although Joss had put little effort into managing this Refugee Camp, he would not ignore anyone who caused trouble right under his nose.

However ungrateful and conscienceless the people he had rescued might be, they understood fear.

So the people inside were probably the ones who understood the Refugee Camp's dark side best—and, of course, the ones most likely to turn to the domain of darkness.

Neither Lathander nor Tyr had ever admired people like these, with their underhanded methods and willingness to use other people's lives to shield their own.
