Hiruzen Sarutobi’s Withdrawal

Hiruzen initially preserves the Third Hokage’s position after Sun Xiaolong occupies his body, judging the office necessary for protection, political control, and access to resources while he begins cultivation 2. He subsequently dismantles Root, removes Danzo and the two senior advisers, and delegates Konoha’s administration to Orochimaru and Shikaku Nara 10 13 15.

After restoring his body through cultivation, Hiruzen gives up his chakra and retreats from conventional ninja leadership. He continues to retain the Hokage title, but entrusts Konoha’s daily government, military planning, and institutional reforms to Orochimaru, Jiraiya, Tsunade, and Shikaku 20 24 47.

Orochimaru’s Administration

Orochimaru becomes the office’s effective successor by taking responsibility for reconstruction, reform, war planning, scientific development, and the integration of formerly marginalized clans 13 22. His authority is strengthened by Root’s abolition, the retirement of the old advisers, and the return of Jiraiya and Tsunade to Konoha’s leadership 15 21.

Under Orochimaru, Konoha expands the Ninja Academy, reforms the Medical Division, opens village positions to the Uchiha, develops scientific industries, and moves toward independence from the Land of Fire 22 68 76.

Danzo’s Failed Claim

Danzo treats becoming Hokage as his defining ambition. He removes or undermines rivals, including the White Fang and Orochimaru, while allowing Root to remain inactive during the Nine-Tails attack 10 283.

Hiruzen rejects him as unfit, exposing his implanted Hashirama Cells and Sharingan before ordering Root dissolved and Danzo investigated 10. Even after his downfall, Danzo continues to insist that Orochimaru is merely Hiruzen’s puppet and that he himself could govern Konoha better 21.
