He wanted to test Konoha's tolerance. If possible, joining Konoha would not be a bad choice either.

Soon, Aokiji arrived in front of Konoha's group and stopped.
"Hmm, so this is Konoha's ship? But why does everyone look like a kid?"
Seeing Naruto and the others aboard Konoha's ship, Aokiji froze for a moment. Why were they all so young? They reminded him of the Straw Hat crew.
"Former Navy Admiral, why are you blocking Konoha's ship?"
