Danzo was far too obsessed with the position of Hokage, and some of the things he had done had gone too far.
It could be said that Hiruzen Sarutobi was the true winner. Under his management and influence, Danzo had long since lost the qualifications to become Hokage.
Just like the saying went, only someone acknowledged by everyone could become Hokage. But the problem was, it did not necessarily have to be one's character that earned everyone's approval; having strength recognized by everyone worked too.
The problem was that Danzo was neither exceptionally powerful nor remotely respected. His reputation had long since been ruined.
Root's reputation in Konoha was even worse than that of the Uchiha.
That was why these Konoha higher-ups were not worried about Danzo becoming Hokage. Danzo becoming Hokage did not serve their interests either.
Danzo was far too extreme in his methods. He would stop at nothing to achieve his goals, and that style of conduct often harmed their interests as well.
Yet for them, they truly needed someone like Danzo to exist.
