After a relatively long period of peace, the Shinobi World once again faced war. The threat brought by this war was unprecedented, and no one wanted to face it.
For the entire Shinobi World, battles between shinobi had already left behind far too much pain. Ordinary people had no ability to fight back before shinobi; they were not even qualified to serve as cannon fodder.
As the balance of power in the Shinobi World changed, the status of shinobi rose ever higher. Konoha's strength was already influencing the entire Shinobi World.
Konoha was not merely powerful. Its technology and culture were influencing the entire world as well. Aside from Konoha Country, even the Land of Wind, Konoha's ally, could not keep up with Konoha's pace of development.
Compared to Konoha Country, the other nations seemed as though they did not even belong to the same era as Konoha. Yet there was nothing the other nations could do about it. They had only just recovered from internal turmoil, and being able to begin developing gradually and steadily was already quite good.
And this war had been provoked by Konoha. Moreover, its purpose was far from simple: Konoha Country was finally going to unify the entire Shinobi World.
This was something that filled people with fear, and it was also what most nations and factions had always worried about. Given Konoha's strength, the other nations were no match for it at all.
Yet no one was willing to face the outcome of their country being destroyed and their people perishing. Of course, that was only true for the rulers. As for the common people of these nations, they instead hoped to become part of Konoha Country.
