How long did it take to build a global governing apparatus from scratch?

Half a year. For Inquisitor Thraxol, half a year was all it took.

First, kill off the ruling class of the previous regime, then strike the lesser rulers with a stick and watch how they reacted.

Kill those who bared their fangs, kill those who cried out in pain, kill those who watched like hawks and wolves, and take in those who panted with their tongues out like dogs.

Then, using modern communications equipment, establish a global communications network and build a PDF force. In roughly half a year, an Imperium-style governing apparatus capable of lasting for centuries would be complete.
