The planet's rebellion ended with the capture of its planetary governor. Just in time, Inquisitor Thraxol's fleet returned, and the reckoning of Water Blue Star began.
Inquisitor Thraxol was the sort of Inquisitor who cleaned up after himself. After resolving a planet's problems, he would remain there for three to six months to restore order.
The usual process was:
1. Kill people—primarily the planetary governor, the old nobility, and anyone related to them by blood. They would be killed according to genetic records.
How many people were killed depended on the planet's rebellion level, the damage it had caused, and the Inquisitor's personal preferences.
For example, on Agricultural World 496B, only the planetary governor had been killed. No one else had been implicated.
On Feudal World 481, its Son of Heaven had voluntarily defected to the Chaos Gods, and the consequences had been exceptionally vile.
Furthermore, the feudal regime established by that Son of Heaven had existed for too long. To return it to the Imperium's embrace, enough officials had to be killed. A full million people had been executed there!
2. Assess a new postwar tithe system. Generally speaking, the Inquisitor would assess the planet's resource reserves and industrial output after the war, consider whether nearby planets were at war, then add a penalty and issue a new tithe.
The Exterminatory Tithe imposed on Agricultural World 496B had largely been because Greenskin Orks were attacking the neighboring Industrial World. The Inquisitor had intended to sacrifice Agricultural World 496B's tithe to preserve the Industrial World.
3. Rebuild the local government according to the new tithe system.
This part was highly flexible. There were usually only two hard requirements: as long as they could pay the tithe
