Once he took back all the Tailed Beasts Konoha had captured, then reclaimed the Rinnegan from Nagato, the Demonic Statue of the Outer Path, with several Tailed Beasts within it, would give Obito the confidence to face Madara Uchiha directly!
The one to cast the Infinite Tsukuyomi could only be him, Uchiha
