The soul fragments in the Horcruxes were enough to carry more than a decade of Voldemort's memories, while both Toms possessed complete memories.

After confirming the function of the Horcruxes, the value of Big and Little Tom to Manus dropped sharply. If he had not been uncertain about the extent of Voldemort's perception of his Horcruxes and feared provoking him, Manus would have dealt with the soul fragments inside those two Horcruxes long ago.

It just so happened that he could place both the Memory Bottles and the Diadem in Rowena Ravenclaw's tomb at once.

Unfortunately, even Big and Little Tom did not know the extent of Voldemort's ability to sense Horcruxes. Before him, no one had ever tried making multiple Horcruxes.

From Voldemort's memories, he had even been bold enough to ask Slughorn directly about Horcruxes back then, and Slughorn had actually answered him... But Slughorn did not know what would happen when multiple Horcruxes were made, much less how to judge one's condition after making them.

Simply watching through the memories would not take long, but organizing them was rather troublesome, especially when he had to process memories from multiple perspectives. By the time the first day of exams ended, Manus had only made a little over one percent progress.
