Different animals using Reverse Animagus were originally supposed to transform into entirely different people.

Just as a wizard's Animagus form would not normally be duplicated and reflected the wizard's traits, an animal's traits would also be reflected in the appearance of its Reverse Animagus form.

Furthermore, after casting Reverse Animagus, the magical power they had possessed as animals would disappear. Whether they became Muggles or wizards, they would have to start practicing magic from scratch.

It would become impossible to use magic in human form as they had before transforming, such as a Diricawl's teleportation or a Dragon's fire-breathing.
