It was not hard to see that the bill itself had been proposed with good intentions.

But even a good bill was only truly good if it could actually be implemented.

After the bill was introduced, the Ministry of Magic could, in accordance with it, directly arrest wizards who illegally bred Magical Creatures and return those creatures with clearly documented origins one by one.

But there was one problem: what was to be done with Magical Creatures that had been bred before the bill was introduced, so long ago that their origins could no longer be traced?

Those Magical Creatures had existed for breeding purposes before the bill was introduced. It clearly made no sense to use a later bill to judge crimes committed before it existed.

And if those wizards were no longer allowed to keep the Magical Creatures, there was nowhere to send them back to.

So the Ministry of Magic would have to take all those Magical Creatures away.

This was not as simple as a few Nifflers or Mooncalves. Erumpents, Sphinxes, Yetis, Kappas, Hippogriffs, Chimaeras... Without investigating, no one would have known. Once they did, the Ministry discovered that there were so many extraordinary people within Britain.

Forget the Ministry of Magic as it was now, restrained by the Death Eaters and barely able to spare any additional manpower. Even before the Death Eaters started causing trouble, the Ministry could not have taken over so many high-risk Magical Creatures all at once.

It was not that they could not defeat them, but that they could not handle them all.

If those Magical Creatures had already caused harm, it would have been easier to resolve—they could simply kill them all. But these Magical Creatures had been confiscated as victims of illegal experiments. They could not possibly kill
