Either most of the people at the meeting had already agreed to support it, and presenting it was merely the final formality.

Or it was certain to fail, and presenting it was still just a formality—a way to make a show of the attempt to outsiders and gain prestige, benefits, or other support beyond the meeting.

Clearly, if Royston Idle's proposal was only being brought out for show, it would accomplish nothing. Few people would support him more because of it, while plenty could be expected to oppose him.

So he had to be confident it would pass.

"How could this happen? Had the Quidditch Committee gone mad? Or had Idle stuffed their pockets with too much money?"
