World knew a thing or two about shipbuilding. Looking at the blueprints before him, he could assemble a flying ship from the diagrams and materials listed there. In fact, even a fool could build one by following those diagrams. Enel had probably built his ship the same way.

With those diagrams and the materials they specified, assembling a flying ship was almost like putting together a puzzle. The Rumble-Rumble Fruit could then control it.
