The Captain-Commander's orders had sent the Seireitei into rapid expansion. It seemed to change by the day!
Mayuri Kurotsuchi said, "Lord Ren... the Seireitei itself hasn't changed much. There are more Death Gods now. Every division recruits countless new Death Gods, trains them, then selects the promising ones to join its ranks. All twelve divisions have far more members than they did before!
"But as the divisions grow, their members have begun pursuing their own interests. Each division is becoming a little world unto itself, as though it wants independence. They listen only to their own captains, not to Shunsui Kyoraku! The captains still show him respect, but with so many members beneath them, they can't always act as they please.
"Soifon's Second Division and Byakuya Kuchiki's Sixth Division are especially dismissive of him. Most of their members are nobles. With their families' resources and pride, they see no reason to heed Shunsui Kyoraku! If the Captain-Commander weren't still in seclusion, with his authority lingering over them, those two divisions might have declared independence and carved up the Seireitei!"
As Mayuri spoke, Ren tapped a finger against the table and smiled. The Seireitei's changes were exactly what he had expected. Wherever people gathered, conflict followed.
The Death Gods were no exception when their interests were at stake. Before, there had been fewer of them and plenty of resources to satisfy every division. Now their numbers had grown, and there were no longer enough resources or benefits to go around. Conflict was inevitable.
Even if the captains wanted no part of it, they had too many Death Gods behind them to act entirely as they wished.
