Beyond that, he did not care. He had no intention of accommodating Luffy. Once the Marineford War was over, if he was strong enough, what would stop him from killing Luffy? He would only have to be ready for Garp and Red-Hair to come after him.

The thought of being hunted by three people with the strength of Four Emperors thrilled Rogge. Of course, after the thrill would come endless trouble.

The Navy was the dominant force at sea. It could not be helped: in terms of sheer size, no faction came close.
