Plot points and events
- Hayes emerges from the sea and uses a high-pressure water attack to interrupt Sakazuki, giving Bullet room to continue fighting the CP0 agents.
- Hayes identifies himself as a wanted criminal from Fish-Man Island, denying that his actions represent the island. He agrees to hold Sakazuki off for Bullet.
