Watching two "Vegapunks," one on Fish-Man Island and the other far away on Punk Hazard, argue fiercely through a Den Den Mushi, he did not know what to say for a moment.

The World Government had scientists as well, not to mention that Saint Saturn himself was proficient in science.
If they merely slapped together a shell to fool them, sending it over would be tantamount to sending her to her death.
