Nawaki exclaimed.
"That's right." Jingyi nodded.
"Hanzō has strength and ambition, and the Land of Rain's daimyo is willing to support the village's development. So Amegakure seized the opportunity and grew rapidly. For a time, it became the strongest shinobi village outside the Five Great Shinobi Villages."
"Amegakure's growth would encroach on the interests of the Five Great Shinobi Villages. They definitely wouldn't allow it to continue growing."

Nawaki found it hard to accept. "Do we really have to drag Amegakure into this?"
"Yes, we have to drag Amegakure into this."
Jingyi answered firmly, "No matter who the Hokage is, they would choose to drag Amegakure in. If Amegakure wants to keep growing, it will encroach upon other villages' resources and interests. That is something the Five Great Shinobi Villages cannot tolerate."
