"In the Land of Water, conflicts and wars caused by all sorts of customs were far too numerous to count. And this smiling Third Mizukage usually chose the most violent methods to solve problems."
Too terrifying.
Minato Namikaze could not imagine that someone who faced outsiders with a smile and appeared so amiable could be so ruthless toward his own people. No, not ruthless—toxic. His teacher had described him correctly.
He was far too vicious.
Jingyi spoke unhurriedly:
"Among the current leaders of the Five Great Shinobi Villages, the least trustworthy one is this Mizukage. Even Sunagakure's Third Kazekage is better than him. At least that man would not casually turn a blade on his own people unless they had committed a grave crime."
"That little old man Ōnoki may be stubborn and bad-tempered, but he is fairly tolerant. Kumogakure's Third Raikage is also decent. He may appear hot-tempered and tough on the surface, but his toughness and temper are directed at outsiders. When it comes to his own people, there is really nothing to criticize about that Raikage."
Putting aside everything else, one could tell what a village leader was like just from how their village treated Jinchūriki.
Sunagakure kept them imprisoned by force. Jinchūriki never saw the light of day. Though the Third Kazekage was not as extreme as his disciple Rasa, he would not treat Jinchūriki well either.
Kirigakure was much the same as Sunagakure. Its Jinchūriki did not have easy lives either.
Iwagakure's Jinchūriki had it relatively better. It had even produced someone like Roshi, who specialized in going against Ōnoki.
Fortunately, Ōnoki treated his own people fairly well. If it had been the Third Kazekage, the Third Mizukage, or even the Third Hokage, a troublemaker like Roshi would not have met a good end.
