Land of Fire, Hokage's Office.
Fujiwara Hidemasa, the newly appointed chief adviser of the Daimyō's Palace, sat across from Tsunade in an elaborate, luxurious official robe. His posture was less respectful than arrogantly appraising.
"Lord Hokage, the Daimyō's Palace has no intention of interfering in Konoha's internal affairs." Fujiwara Hidemasa spoke unhurriedly, every word carefully polished.
"However, the authority of Root has expanded to a dangerous extent. The Daimyō's Palace has both the responsibility and obligation to ensure that the Land of Fire's military strength is not controlled by a single individual who has gone out of control."
Tsunade listened quietly, her hands folded atop the desk, her expression unreadable.
She had long since grown used to this level of provocation.
It came more regularly than her period.
The Daimyō's Palace was tough on the outside and weak within. Insecure as always, it had to come around and make its presence felt.
"So, what is the Daimyō's Palace's position?" she asked flatly.
"A full investigation." Fujiwara Hidemasa emphasized his tone and leaned forward slightly. "We demand a thorough, public, transparent investigation of Root and the First Arsenal. This includes all financial records, copies of technical blueprints, and detailed lists of core personnel."
He paused, then laid out an even more specific demand.
"Furthermore, the Daimyō's Palace will station a team of inspectors at the First Arsenal permanently, ensuring that all of its production activities remain under the lawful supervision of the Daimyō's Palace."
"Once we have confirmed that the First Arsenal is in order, we will proceed to investigate the Second Arsenal in the Land of Hot Water."
The office fell deathly silent.
After hearing every condition, Tsunade showed not the slightest emotional reaction. She even wanted to laugh. She merely turned her head and instructed Shizune, who stood nearby.
