These paintings had supposedly been left behind by the former owner of Seeing Hill Manor. Because the owner had gone to develop business in the Land of Fire, they had moved out of Konoha and sold Seeing Hill Manor to Konoha for visitors to enjoy.
As for who the former owner of Seeing Hill Manor was, their presence was extremely faint.
Just like the Frontside Concealment Genjutsu he used.

If he had not already possessed a way to break it, Tobitake Tonbo truly would have been deceived by this Genjutsu.

He arrived at Yakumo Kurama's former room. It was still decorated as it had been when Yakumo Kurama was there. In other words, this Genjutsu could only alter cognition, not physical entities or objects.
The only physical entities and objects it could alter were those created by Yakumo Kurama during her existence.
