Conflict with the Uchiha

Konoha’s leadership viewed Uchiha Chuan’s emergence as both a political and military threat. Danzō initially attempted to claim Chuan as a weapon for the village, while Hiruzen refused to openly interfere in Uchiha internal affairs 5. By Chuan’s Academy enrollment, Danzō had concluded that he should be eliminated, and Hiruzen feared that the child represented growing Uchiha extremism 6.

The Uchiha’s proposal to establish a second Ninja Academy escalated the dispute into an armed political confrontation. Danzō called the proposal an attempt to divide Konoha and ordered Fugaku’s arrest; Uchiha elders and jōnin responded by activating their Sharingan and protecting their clan head until Hiruzen halted the standoff 26. Although the academy was not approved, Fugaku demanded a broader curriculum for Konoha’s existing Academy, including chakra theory, nature transformation, and the Shadow Clone Technique 27.

Konoha’s leadership treated education as the central ideological battleground. Hiruzen planned to strengthen teaching of the Will of Fire in order to gradually weaken Uchiha clan identity among younger generations 29. Danzō, Koharu, and Homura later prepared to alter history textbooks with stories of Uchiha civil war, hoping rumors about murder awakening greater power would incite internal conflict within the clan 40 41.

Declining authority and the Uchiha crisis

The Uchiha’s stilt-football events briefly improved their standing among Konoha’s residents. Villagers began seeing Police Force members as dependable rather than frightening, while civilian families viewed the league’s rewards and opportunities as a path toward advancement 38 41. Konoha’s leadership regarded this reversal in public opinion as a serious threat to its ability to suppress the clan 38.

After the Uchiha withdrew from village responsibilities, public hostility was deliberately encouraged against them. Hiruzen, Koharu, and Homura planned to exploit the backlash by pressuring Fugaku to surrender control of the Police Force and accept cuts to Uchiha funding 80. The Uchiha subsequently transferred significant Police Force authority to the Hyūga, Inuzuka, Aburame, Kurama, and Kushina’s civilian battalion, a move Konoha’s leadership could not legally stop because it was framed as temporary 125.

Hiruzen later made a public admission that Konoha’s leadership had secretly suppressed the Uchiha Clan and promised equal treatment, though he stopped short of fully explaining or justifying the policy 133. During the subsequent Four Kage assault on the Uchiha district, the clan’s emergency Loudspeaker broadcast appealed to Konoha for reinforcements; Hiruzen delayed a rescue on the grounds that the situation was unclear 192 205.

The Uchiha were widely believed to have been exterminated, but the apparent victims were later revealed to have been substitutes. Chuan and the surviving Uchiha resurfaced in the Land of Rain, where they became the foundation of U Hidden Village 200 221.

Hokage succession and war

Jiraiya became Konoha’s Fourth Hokage amid the aftermath of the Uchiha crisis 211 212. He opposed a preemptive war against the Land of Rain and repeatedly argued that treating Amegakure as an enemy without proof would repeat Konoha’s mistakes with the Uchiha 219 231.

At the Five Kage and Five Daimyō conference, Hiruzen and Koharu deposed Jiraiya, sealed his chakra, and used the Land of Fire daimyo’s authority to restore Hiruzen as Hokage 249. Konoha then assembled an army of eight thousand ninja under Danzō and joined the other great villages in marching on the Land of U 251.

The assault began during the founding of the Land of U and U Hidden Village. Konoha forces were assigned to face troops organized by Fugaku, Hizashi Hyūga, and Kakuzu, while Hiruzen personally fought Minato and prepared an undisclosed trump card 255.
