It was a beautiful day. A gentle breeze stirred beneath a cloudless sky, and the grass smelled of fresh earth. Once you lay down on it, even a dead man would be too comfortable to get up.
The Undead Legion's massacres could not be hidden, and news soon spread around the world. When pirates and civilians saw the familiar Marine Bases flying the Undead Legion's flag, their first reaction was fear.
No matter how much news they had read before, the danger had always seemed confined to the New World. Now the Undead were living right beside them, spread across the seas without end!
But they soon discovered that life was much the same as before.
People still went to work. Shopkeepers still opened their stores. Teachers were still teachers, and bosses were still bosses.
Some corrupt bases had even been swept clean by the Undead's slaughter! People now had someone to stand up for them over things they had never dared speak of before, even if that someone was dead.
The civilians had never expected this. A daring thought sprang to mind.
Were the Undead more reliable than the Marines?
The year's end was approaching again, but every piece of news lately had been enough to leave people uneasy for days. A peaceful New Year was clearly out of the question.
On Turtle Island, reconstruction raced ahead. With the Undead working tirelessly and plenty of materials and funds available, a new Turtle Island had begun to take shape in just half a month.
Bigger! Tougher! Built to last!
Those were Crocodile's demands after what he had been through.
Since Turtle Island could split itself apart to survive, it only made sense to minimize the damage whenever it did!
The entire project came down to two words:
