The government forces had once held an advantage in weapons, but the rebels had bought vast quantities of arms from Joker through the Underworld. Now the government forces had lost that advantage and were being suppressed instead.
As the war escalated, the government forces had captured every Town except the capital.
A government officer in uniform looked like a raging lion. Grinding his teeth, he said to the soldier beside him, "Damn Doflamingo! He's supplying those rebels with weapons. Isn't he afraid the World Government will hold him accountable?"

The government forces suffered losses even worse than before. The commander lay flat in a trench as dirt thrown up by the explosions covered him.
At that moment, he realized how dire things had become. At this rate, the capital would soon fall. He immediately had a soldier bring him a Den Den Mushi
