It laid out the required number of slaves from each race, with detailed notes beside many entries. Giving Kunsang the list did not mean he could meet the Holy Land's needs on his own. For all his influence, he could not supply every last slave they wanted. He was simply their largest supplier.
Kunsang looked at Little Zhuge. "Business is getting harder every year. You know how many pirates there are on the Grand Line now, and the Revolutionary Army has grown much stronger than before. My fleet was intercepted more than a dozen times last year alone. Starting next year, I want prices raised by thirty percent.
