After warning the gathered leaders that the Ōtsutsuki Clan would eventually invade, Asuma proposed replacing the Allied Shinobi Forces with a permanent Ninja Alliance. The Five Great Shinobi Villages and the samurai agreed to join after Asuma revealed his plan to use Immortal Trees to restore barren lands, and the leaders backed him as the alliance’s first leader.

• Asuma explained that the Ōtsutsuki Clan harvested Chakra Fruit and would send more members to the shinobi world, prompting the leaders to discuss how to prepare.
