History
Unification of the Ninja World
The Empire initially expanded its influence from Konoha while publicly claiming not to interfere in the affairs of other nations. Behind the scenes, it supplied Akatsuki with resources, manpower, and covert Imperial status, allowing the organization’s attacks to drive the Allied Shinobi Forces into crisis 162.
When the Allied Forces fled into Imperial territory seeking protection, Uchiha Retsuyō presented the Empire’s terms: every shinobi nation and village would submit to Imperial law and recognize the Empire as the Ninja World’s sole ruling state. The smaller nations, Kumogakure, Sunagakure, and eventually Iwagakure accepted rather than face the Impure World Reincarnation army 166.
The Empire later eliminated resisting daimyos and completed the Ninja World’s unification in Konoha Year 57. Hane was subsequently recognized as the First Emperor and sole ruler of the Ninja World 170.
Consolidation and Internal Rule
After unification, the Empire used its cultivated administrative class to absorb submitted territories, allowing compliant former daimyos to retain limited wealth while purging those who continued to resist 170.
The Empire’s first major anti-corruption purge began when embezzlement connected to the Nine-Dragon Pillars project was exposed. The Supervision Department arrested more than a thousand officials, including high-level administrators and members of the Hyuga Main Family 243.
Its rule also proved capable of extreme collective punishment. During the Goa Kingdom uprising, Imperial forces massacred resisting civilians after a failed ultimatum; survivors implicated in the planned burning of Gray Terminal were sentenced to forced labor rebuilding Trash Mountain 313 314.
Expansion into Other Worlds
The Empire became an open interworld power after its forces destroyed Mary Geoise and humiliated the World Government’s surviving rulers 258. Hane then led an expedition against Marine Headquarters, defeated the Marines, and incorporated them into the Imperial Navy under Marine Marshal Mei Terumi 263 268.
Following the Navy’s allegiance, the Empire imposed a global pirate prohibition, annexed surrounding islands and nations, and seized the central route between the Four Seas and the New World 269. It paired military suppression with legal alternatives to piracy, particularly the Adventurers’ Guild 283.
In the Mana Continent, the Empire entered through the God Tree, deployed conventional troops, engineers, naval forces, and mecha, then began conquering the Dragon Kingdom. Its forces defeated Reinhard, subdued the True Dragon Haslu, and occupied the Royal Capital 426 444 446.
In the Monster-ravaged world of the Federation, the Empire reclaimed No-Man’s Land, established new cities, partnered with the Hero Association, and drew millions of migrants through security, education, and superhuman training opportunities 497 498 499. After the Monster Association’s defeat, the Federation formally dissolved and requested absorption into the Empire 508.
