The Bilal Kingdom, a non-World Government-affiliated country in the New World, was a small nation situated between the territories of three Four Emperors crews: the Whitebeard Pirates, the Beasts Pirates, and the Big Mom Pirates. He remained in the New World, claimed this territory, and carefully managed it, surviving in the cracks between the three Four Emperors crews.
