Though the two waves were special lifeforms made of seawater, they were still water at their core. All physical attacks, including Armament Haki and Conqueror's Haki Infusion, were useless against them. Even if he cut them apart with Haki-infused attacks, they would simply gather together again.
To deal with them, he either needed a specific countermeasure or had to directly deal with the person who had created them.
