At first, Zhang Ping had thought Chen Weihua was well-read, reasonable, and easy to get along with. They could probably be friends.

But now he just wanted to get the Blood Serpent out of her. The more intelligence she learned, the more people might suffer for it later.

"Sisi, is there really no way to bring Chen Weihua to justice?" The more he thought about it, the worse he felt.

"Why would we bring her to justice?" Liu Sishan asked calmly.

"But didn't she kill people?" Zhang Ping asked.

"She did cause quite a few deaths," Liu Sishan said with a faint smile. "But our investigation confirmed they all had it coming. Several were thugs who exploited farmers. Three were Awakened who had ambushed other adventurers outside the city, destroying several families in the process."

"And the Cleanup Team did nothing about them?" Zhang Ping frowned.

"The Cleanup Team is a secret unit. How could we handle things like that? Even the Investigation Team and Patrol Team wouldn't deal with such petty matters," Liu Sishan explained.

Both the Investigation Team and Patrol Team were focused on Mutated Beasts.

There were agencies under the city lord that handled such cases, but without anyone filing a report or providing evidence, they could hardly intervene.

"So nobody deals with those scumbags?" Zhang Ping asked, annoyed.

"Of course somebody does. There's always someone worse to deal with a villain. Chen Weihua dealt with them, didn't she?" Liu Sishan smiled. "You need to understand that, in Mingzhu City, strength rules. The law holds little power over most of the strong. What truly maintains order here is the moral code people share."

Why hadn't the Cleanup Team pursued Chen Weihua's actions?

Because their investigation had established that the people she killed deserved to die.
