Although Li Wei had no idea how many people his Morsmordre had terrified into sleepless nights,

he also knew just how dreadful an impact what he had done might cause!

So he decisively pinned the blame on Voldemort's Death Eaters. Through his control over the Dark Mark, he could even sense that some Death Eaters who had not been arrested were secretly contacting one another.

These people had escaped punishment through money and the excuse of having been under the Imperius Curse. Now that they had seen the Dark Mark from Morsmordre, their panic was easy to imagine!

Had some terrifying dark wizard, one of their fellow Death Eaters, done it?

Or had their master, Voldemort, whose fate remained unknown, returned to carry out something major and announce his return?
