No matter how he put it, it sounded like he wanted to destroy every universe.
Then rebuild a brand-new Order atop the ruins of those universes.
Over in the Comic Universe.
After the Multiverse was destroyed, Doctor Doom had indeed accomplished that.
He obtained the power of the Beyonders, carved out "Battleworld" from the ruins of the worlds, and rebuilt an Order that belonged to him.
But in the movie universe, there was no Beyonder power for Doctor Doom to absorb.
If he wanted to create a Battleworld as well.
Then the best option was to use what was already there.
In other words, directly destroy every universe.
Then, within the Voidlands, that cosmic junkyard.
He could use the fragments and wreckage of countless universes to assemble a Battleworld.
It was not actually difficult to accomplish.
Doctor Doom had stolen all of the Council of Kangs' time technology, which was already enough to create Battleworld, or even a new Time Variance Authority.
After all, the TVA's former creator, Kang the He Who Remains, had possessed nothing more than that technology.
But Doctor Doom's ambitions clearly did not stop at creating Battleworld.
Otherwise, he would not have tried to seize Loki's power.
And it seemed he had succeeded...
