Darui said gravely:
"Possibly both."
"Uchiha Ren's strength is now beyond what any single shinobi village can stand against."
"He defeated the Six Paths of Pain, took Nagato's eyes, and awakened the Rinnegan himself. No one in the Shinobi World dares underestimate him anymore."
"Holding the Seireitei Conference at a time like this is a show of force in itself."
The Raikage snorted.
"He wants everyone to go to Seireitei and watch him take his place at the pinnacle of the Shinobi World?"
"Lord Raikage, Seireitei won't be inviting people just to witness a ceremony."
Darui looked at the invitation.
"The Uchiha Family has been expanding its businesses for years, gaining control of vast resources in the Land of Fire and the Land of Lightning."
"Their railways, Merchant Guilds, construction businesses, and medicinal herb industry have long since spread into every country."
"They're likely holding this conference to formally establish the Uchiha Family's position in the Shinobi World."
The Raikage fell silent.
After a moment, he asked:
"Will the Daimyo of the Land of Lightning attend?"
Darui nodded.
"He wouldn't dare stay away."
"The Uchiha Family has too many businesses in the Land of Lightning, with far too many merchants, workers, lands, and resources tied to them."
"If the Daimyo of the Land of Lightning refuses the invitation, the Uchiha need only rein in their operations a little to cause widespread unrest within the country."
"Unemployment, disrupted trade routes, and supply shortages would all become problems."
"He can't afford that price."
The Raikage's expression darkened further.
Darui continued:
"Besides, the Uchiha Family has made its position perfectly clear in writing."
"Anyone absent will be considered an enemy."
"With Uchiha Ren as powerful as he is now, the Daimyo of the Land of Lightning has no right to take that gamble."
