At that moment, Balk's ears were filled with one deafening explosion after another. Before his eyes, the world seemed to be collapsing. The blasted support columns came crashing down. Without them, the old, neglected factory was already on the verge of collapse, and the force of the explosions finished the job. Walls crumbled and the ceiling fell.
Balk felt the ground shake. The collapsing factory threatened to bury him alive. He could no longer worry about the Werewolf and turned to run, only to find the creature he had knocked down crouching on the floor, poised to spring.
A stone pillar crashed down before Balk. By the time it fell, the Werewolf had vanished.
The Intis military attaché glanced around and caught sight of the Werewolf on a slanting, falling column. He kicked off with both legs and shot toward Balk like a cannonball.
In that instant, Balk suddenly understood. The Werewolf had never intended to break out.

Balk was right.
Sifa had never planned to break out. Balk knew he could use the abilities of a Faceless. If Balk informed his colleagues, Sifa was certain Intis had the resources to prepare countermeasures.
So instead of breaking out, he had set out to hunt Balk.
If he had been determined to escape, the Werewolf's strength and speed would have been enough. He could have endured a few of Balk's fireballs and burst through a window long ago.
