Pirates would no longer be able to travel between the Grand Line and the New World. The New World would become isolated, with no way in or out. As long as the great pirates did not unite, the Marines could hold Fish-Man Island, leaving the pirates of the New World locked in endless infighting.
After a few years, when that infighting had left the New World's pirates weak, Sengoku would lead the Marines into a final battle against them.
One decisive campaign would settle everything.
"The Great Age of Pirates will end by my hand!" Sengoku said with a smile.
He could almost see it happening!
For now, it was only a plan, but Sengoku would make every part of it a reality.
"Bili-bili! Bili-bili!" Just as Sengoku was picturing the future, the Transponder Snail connected to the Five Elders rang.
What could they want now? Sengoku wondered. The Five Elders rarely contacted him unless something serious had happened, and the Reverie was already over. Why call at this hour?
Though puzzled, Sengoku answered.
"Sengoku, Borsalino is a mole. Arrest him as soon as possible!"
