The soldier on watch at the World Government lookout tower went pale. Through his telescope, he could make out the shadows of countless ships approaching. They looked like sea monsters rising from the depths, and the sight filled him with fear.
He could not hesitate. Fighting the urge to flee, he stood frozen for a few seconds before snapping awake as if from a dream. He turned to the alarm beside him, clenched his fist with what strength he had left, and slammed it down.

The piercing alarm jolted the soldiers to attention. They shook their heads hard, trying to drive out their fear.
"Do not be afraid, soldiers! This is the World Government's test of you! Grip your weapons and prepare to deal those arrogant pirates a crushing blow!" the Air Force Marshal roared. Every commander rallied the troops—except Akainu.
Unlike the terrified soldiers, Akainu wore a strange smile. As Fleet Admiral of Marine HQ, he commanded considerable loyalty. He had sent trusted subordinates among the troops to find those willing to pursue true justice with him. Apart from a reluctant few, ninety percent of Marine HQ was ready to stand with him.
It was understandable. The World Government's disadvantage was overwhelming, and no one wanted to die for its foolish rulers. What they upheld was Absolute Justice. They were Akainu's fervent supporters. Now that he had chosen to join forces with the Revolutionary Army to create a truly just world, they would follow him to the death. As their commander, Akainu had done all he could for them. He did not want a single soldier to die, so he had drawn up a meticulous plan to inflict heavy losses on the World Government the moment they turned against it.
