Background / History

The World Government emerged after the destruction of the Great Kingdom during the Void Century. According to the Poneglyph deciphered by Nico Robin, rival kingdoms attacked the Great Kingdom under fabricated accusations after its prosperity, racial equality, and treatment of commoners threatened their own wealth and authority. Uranus betrayed Joy Boy in the final battle, allowing the allied kingdoms to win. The surviving twenty nations then formed the World Government; nineteen rulers became the ancestors of the Celestial Dragons after one kingdom refused noble status and withdrew. 297

For eight centuries, the regime preserved its legitimacy by concealing this history, elevating the Celestial Dragons as permanent nobility, and extracting Heavenly Tribute from member nations. The tribute funded the nobles’ extravagant lives while impoverishing protected countries. 252 297

Its visible leadership was the Five Elders, but their authority was subordinate to Imu, the hidden ruler associated with the Empty Throne. CP0’s disregard for ordinary Celestial Dragons when acting on Imu’s orders demonstrated that the nobles were not the regime’s true highest authority. 59 161 162

Major Conflicts

Wars against the Whitebeard Pirates

The Government mobilized overwhelming forces for the Paramount War at Marineford, including 100,000 elite Marines, Admirals, Vice Admirals, Sengoku, Garp, and the Shichibukai. It publicly broadcast Thatch’s scheduled execution to pressure the Whitebeard Pirates. 44

Afterward, it sent fifty warships, twenty Pacifistas, 400 elite agents, and 23,500 Marines against Crescent Moon Island. The deployment left Marine Headquarters largely undefended, demonstrating its determination to eliminate the strengthened Whitebeard Pirates. 84

Despite this effort, the World Government’s campaign against the Whitebeard Pirates ended in defeat. 93

Kaido execution war

The Five Elders used Kaido’s planned public execution to lure the allied Emperor crews into a fortified Marine Headquarters, intending to test Vegapunk’s new weapon rather than genuinely prioritize the execution. 140

The Government deployed cloned soldiers carrying a virus derived from Queen’s technology. Once killed, the soldiers revived as fearless infected combatants capable of spreading the plague through bites and scratches. This weapon provoked condemnation from pirates and Marines alike. 146

The conflict escalated into a three-sided war involving the pirates, the Marines, and Kong’s World Government Army and Air Force. The Government ultimately committed nearly 500,000 troops, but its forces were repeatedly overwhelmed by the Emperor alliance. 156 228 230

Red Line invasion

When the Pirate Alliance assaulted the Red Line, Buggy destroyed the main iron gate and breached the Government’s defenses. The World Government’s guards raised their highest-level alarm as the invasion reached Mary Geoise. 225

Its first defending force suffered catastrophic losses. Steel Bone Kong was defeated by Whitebeard, and the Government’s commanders and troops struggled against more experienced pirate officers and Emperor-level fighters. 227 228

The arrival of 300 Pacifistas and seven Seraphim briefly restored Government morale, but did not reverse the wider war. 237

Final War

After Golden Lion publicly exposed the Void Century, mass desertions and public outrage crippled the Government’s legitimacy. In response, it amassed its remaining conventional strength: 100,000 soldiers, 200,000 agents, 300,000 clone soldiers, and 5,000 Pacifistas. 303 304 305

The Five Elders attempted to preserve the regime through increasingly extreme measures:

Downfall

The World Government’s final defenses collapsed after its forces lost the support of the Marines, its scientific weapons were dismantled or restrained, and its resurrected kings were defeated. 308 322

The Five Elders’ willingness to sacrifice their own Celestial Dragon population exposed the regime’s internal collapse. Imu subsequently turned on the Elders after discovering their massacre of Celestial Dragons and slaves. 322 330

On December 28, 1523, the World Government Subjugation Alliance officially defeated the World Government, ending eight hundred years of Celestial Dragon rule. The Neo Marines, Revolutionary Army, and former Marine Headquarters established the New World Government, which abolished Heavenly Tribute, enslavement, and Celestial Dragon oppression. 332
