As he spoke, Doflamingo sauntered over, then leaped onto the table and sat cross-legged, his eyes fixed on Tsuru ahead of him.

"If I had to guess, the purpose of this meeting is simply to decide on a new member of the Shichibukai, correct?"
"Then wouldn't it be the same if you decided yourselves and notified us?"
Tsuru's expression remained unchanged, her voice devoid of emotion as she said evenly, "That isn't something I can decide."
"Besides!"
"I'm not the one presiding over this meeting."
Doflamingo narrowed his eyes, a trace of surprise crossing his face. "Oh?"
Then he smiled again.
"Is it Fleet Admiral Sengoku?"
"Then where is he?"
A cold smile suddenly appeared on Tsuru's face. "I suggest you stop acting so arrogant and insolent before he arrives!"
Doflamingo froze at her words, a dark gleam flashing in his eyes.
Anyone who could preside over a meeting like this had to be a senior officer at Marine Headquarters, and certainly no ordinary vice admiral.
