At those words, Koby's expression grew grave.
"The Empire has lasted thirty years. That isn't long, but it isn't short either. New conflicts have emerged among its many departments and interest groups."
"This really is a difficult problem to handle."
Xia Le's expression remained unchanged. He had long anticipated this.
Every nation would follow this trend. Once those with vested interests tasted power, they would be unwilling to let it go.
Then social classes would form, and the nation would grow rigid and stagnant, gradually becoming a pool of dead water. Those at the bottom would have no way to rise, left with no choice but to endure exploitation.
"As your Senior Brother, I don't have much guidance to offer!"
"All I can say is that you must cultivate moral awareness and enforce the law even more strictly."
"You must look after the interests of ordinary people. That was why we founded this nation."
"Since the word 'justice' is inscribed on the cape on your back, do your best to live up to it!"
Xia Le spoke calmly.
Koby nodded firmly.
And so, as the Emperor of his generation, he strengthened moral education and made law enforcement stricter.
No one had expected the once-timid Koby to rule with an iron fist after taking office, launching sweeping action against numerous corrupt officials who had taken bribes.
Of course, none of this had anything to do with Xia Le.
Time continued to pass.
In the blink of an eye, the Empire reached its fortieth year.
Xia Le's courtyard had grown quiet, with only the now-white-haired Hancock keeping him company.
"After all these years, you're still as young as you were back then."
"But I've grown old and frail."
Hancock spoke in a trembling voice.
By her reckoning, she was already over seventy.
