A closer look revealed that the newcomers were Lucci and Kaku.

Both had been asleep, but an emergency call from Blueno had sent them rushing over.

Blueno glanced over Lucci and Kaku.

He asked quietly, "Lucci, what do we do?"

Officially, Spandam was CP9's commander, but in the members' hearts, Lucci was their true leader.

Of course, he was also their companion.

Lucci wore a black suit and a tall black top hat, his entire bearing cold and detached.

Spandam laughed loudly and strode toward the distant stairs.

The two strange-looking men behind Spandam glanced at Lucci, then shook their heads, passed the three of them, and hurried after him.

Clearly, they had already tried to reason with Spandam.

Lucci frowned slightly and turned to look at the countless Marines disembarking from the warship before turning back to follow Spandam.

After all, CP9's highest-ranking officer was Span—

However foolish the man was, they still had to obey him.
