Why had Kuta said they would leave right away?
A little thought made the answer obvious.
Kuta had killed a Celestial Dragon and defeated Admiral Kizaru, as well as Garp the Hero. Although he called his fight with Garp a draw, anyone with eyes—at least Rayleigh and the others who had watched the whole thing—leaned toward the belief that Garp had retreated because he could not beat Kuta.
With someone so terrifying staying in the Sabaody Archipelago, the civilians were afraid, the Marines were afraid, and the pirates were afraid too.
As long as he remained in the Sabaody Archipelago, things here would never return to normal.
