"If you spotted the beginnings of Crocodile's and Doflamingo's schemes so long ago, why didn't you stop them? You had the strength."
"Stop them..."
Issho hesitated, but answered anyway. "Not everyone in this world is like you, young man. Not everyone can kill a Shichibukai in an instant. I consider myself fairly strong, but I couldn't have killed Crocodile or Doflamingo as quickly as you did. I'm blind, too. If the fight dragged on, the World Government and the Marines would soon arrive, given the standing of the Shichibukai."
"And with my abilities, a long fight would put ordinary people at risk. Most of my moves are devastating. Besides, I only sensed something was wrong. I didn't know what it was, so by the time I left, I still hadn't found a reason to act."
